AirTag doesn't have cellular capabilities and doesn't have enough battery to keep GPS running. You can check the location information even if you are out of the Bluetooth communication range of the paired iPhone. This is due to the invisible information network between Apple devices = the "search network".
The "Find My Network" is an encrypted Bluetooth communication that happens in the background. AirTag can follow this network and transmit its location information only to the owner. The contents of the communication cannot be seen by the user, not even Apple, and they cannot know who their iPhone helped them find.
